This is a king of Hamath, who sent “Joram his son unto King David to salute him,” when he “heard that David had smitten all the host of Hadadezer” (2 Samuel 8:9-10).

King Hadadezer of Zobah was one of Toi’s enemies.

This king is called Tou in 1 Chronicles 18:9-10.
