This is an Israelite man, one of Shemaiah’s 5 sons. He is a royal descendant of King David (through Solomon's line).
He is mentioned only once in Scripture, and nothing else is said about him.
The sons of Shecaniah were Shemaiah,
and the sons of Shemaiah:
Hattush, Igal, Bariah, Neariah, and Shaphat, six. —1 Chronicles 3:22
Their father is counted along with the sons in this verse.
